The challenges faced by the US Air Force in ensuring compliance and regulatory adherence were twofold and profound. The first challenge was a limited understanding of the vast array of requirements encompassed within the Air Force Instructions (AFIs) – comprising over 1300 regulations. Accompanying this challenge was identifying the precise compliance statements or individual requirements embedded within these AFIs. 

Secondly, there was a distinct lack of visibility concerning the extensive scope of compliance obligations imposed on the nine distinct functional mission areas within the enterprise. This lack of visibility hindered Airmen’s ability to promptly ascertain and substantiate compliance across the entirety of the enterprise. To address this issue, a systematic process was required to identify, clarify, and prioritize individual requirements while eliminating outdated, irrelevant, or redundant compliance obligations. 

Moreover, our customer faced the daunting task of sustaining an optimal level of compliance across all nine functional mission areas and the broader enterprise. Mitigating this challenge and ensuring ongoing compliance in a sustainable manner proved to be an additional obstacle for the customer. 

Overall, these challenges highlighted the immense complexity and magnitude of the compliance and regulatory landscape faced by the US Air Force. Addressing these obstacles necessitated strategic measures to enhance knowledge, visibility, and sustainable compliance practices across the entire enterprise.

Mitigation Measures for Compliance Management Challenges

Our solution aimed to provide the Air Force with comprehensive and explicit knowledge of the exact size and scope of the compliance requirement landscape, right down to the individual statements. These compliance statements serve as the regulatory guidelines that dictate how, what, when, and where the Air Force carries out its mission tasks. To achieve success, a well-coordinated effort between the Air Force’s nine functional areas, our proprietary solution, GUICE2 and subject matter experts was essential. 

One of our primary objectives was to validate and offer clear visibility into the precise number of compliance statements. The Air Force’s initial estimates suggested a staggering 65 thousand statements, and it was our task to verify this figure accurately. Additionally, we undertook the vital task of identifying and recommending the removal of outdated and invalid compliance statements. By eliminating these unnecessary requirements, we aimed to streamline future compliance efforts and ensure a more effective and sustainable approach. 

Furthermore, a critical step in improving future compliance sustainment was the identification of obsolete and invalid compliance statements, along with an accurate count of the statements themselves. This meticulous process would pave the way for enhanced compliance practices and enable the Air Force to adapt and evolve in line with changing regulations and operational needs.
